论唐五代藩镇使府内部的监察体制

摘要：唐五代时期对地方官员的监察，除了御史台派御史和皇帝临时遣使分巡各地外，各级地方政府内部亦置有专门负责监察的官员，其中在藩镇使府中置有节度判官或观察判官，合称两使判官，此外还置有孔目官，从而形成一套完整的内部监察体制。两者的分工是：两使判官主要负责监察事务，孔目官主要负责文案的勾稽，从而达到对政务监察的目的。
On the Internal Supervisory System of Military Government Office in the Tang and Five Dynasties

Abstract: Besides the emperors and the Censorate (Yushi Tai) dispatching censors and officials to patrol all around the country, local governments at various levels also set up interior officials who were responsible for supervision. Within the military government offices, there were Administrative Assistant (Jiedu Panguan) or Observation Assistant (Guancha Panguan), which were collectively called the Two Assistants (Liangshi Panguan), and moreover, the Clerk in Charge of Files (Kongmu Guan), thus formed an integrated internal supervisory system. The division of those two posts were that the former mainly responsible for the supervisory affairs, and the latter mainly responsible for the official documents and letters, to accomplish the purpose of supervising the government affairs.
