协商民主研究的兴起有其深刻的理论背景和实践基础。它在某种程度上回应了当代西方社会现实和民主实践危机，是对近现代西方民主理论成果的承继和扬弃，在理性理论的支撑下发展，并在理论批判中逐渐明晰。国外协商民主研究在纵向上呈现出一条不断演进和纵深的脉络，在横向上则表现为流派林立。协商民主的研究内容主要偏重于“结构议题”和“实践议题”两方面：“结构议题”包括对协商民主规范性、结构性的探讨，试图阐明“什么是协商民主”、“理想的协商民主是什么样的”、“为什么要协商民主”等基础问题；“实践议题”则主要依循协商民主的基本理念作出相关设计与实践探索，注重对协商民主的实证性的考察，以期回答“协商民主实际是如何运转的”、“我们应该如何推行协商民主”等科学命题。

A Genealogical Analysis of Foreign Research on Deliberative Democracy and Its Key Issues

The rise of deliberative democracy research has its profound theoretical background and practical basis. To some degree, it responds to the reality of contemporary western social reality and democracy crisis. It is a kind of inheritance and sublation of the achievements of modern western theories of democracy. It develops with the support of rational theory, and becomes gradually clear through theoretical criticism. Deliberative democracy research presents a continuous evolution and deep vein in the longitudinal direction, and in the lateral direction there are various schools. “Structural issues” of deliberative democracy includes inquiry of the normality and structure of deliberative democracy, trying to clarify “what is deliberative democracy”, “what is the ideal of deliberative democracy”, “why deliberative democracy” and other basic problems. “Practical issues” is to make design and practice mainly based on the basic concept of deliberative democracy, emphasizing dynamic and empirical investigation and research on deliberative democracy, in order to answer the scientific questions such as “how do deliberative democracy practice operate”, “how should we carry out deliberative democracy”, and etc.
